Compared to teaching in Asia, Africa, the Middle East, and South America, West and Central Europe have finicky rules regarding visas and employment. The BEST option for you, IMHO, would be to go the International Schools route (www.iss.edu) because you are already a state certified teacher. International Schools pay the best and have the highest in standards and educational requirements for its students, so you know you'll be taken care of once you get hired by whichever school you choose to apply to. The thing is, ISS has quarterly job fairs throughout the USA (following the end of schools seasons/semesters) which they use to scout for new hires, so that's also a potential venue.
Check out the link and look at American or International Schools in Germany and read about individual requirements for employment. Outside of ISS, you could check into language schools in Berlin (www.eslbase.com) or Berlitz job openings in Germany.
