The short answer is: yes, at least in some places. That being said, most schools and institutions are going to look for some teaching experience as well, so if you don't have any classroom experience, just the certificate might not be enough. However, many places do require TEFL certification, so you're a step ahead of other people in applying for those positions.

If you're worried about qualifying for teaching jobs abroad, you can always look at some volunteer programs or other providers that help match applicants with teaching positions so you'll have some support and guidance in your job search.

Good question! The short answer to this is potentially, but you need a bachelor's degree to be able to teach abroad in most locations. A TEFL/TESOL certification is very useful, and definitely recommended if not required, but it won't take the place of a bachelor's degree if a degree is required.
