HSE-Skolkovo Institute for Law and Development

The Institute was established in the spring of 2014 as an institutional joint venture between the National Research University Higher School of Economics and the Skolkovo Foundation. Our purpose is to conduct interdisciplinary research in order to identify optimal policy strategies for the transformation of Russia’s legal framework and the global institutions to which it connects.

The scope of the Institute's operations and its research agenda are shaped primarily by the Skolkovo Foundation which has spearheaded the creation of the Institute. Skolkovo’s main objective is the development of a Russian innovation ecosystem, and that is where transformation of the regulatory and, more broadly, the institutional environment becomes very important for such stimulation of innovation-driven development in Russia as well as in other emerging markets.
