Technically no -- you could find work under the table without any teaching degree or TEFL certificate in China. However, in order to legally qualify for a work visa in China, it's in your best benefit to have a TEFL certificate at least.
A TEFL certificate will be enough to qualify you for jobs there -- no need to have a degree in education or anything of the sort.
