There's no limit to how often JETs can return home. However, while the JET Program does cover your initial flight to Japan and your return trip after you finish the program, you will need to pay for all other personal trips you take during that time. As such it can be quite expensive to fly back to the US regularly, in addition to the fact that you'll need to confirm vacations with your workplace beforehand.
That said, many JETs make a yearly trip back to the US during their time on the Program, and some fly back even more frequently than that.
