Do I need a TEFL certification to teach in S. Korea?

I don't think it's a requirement to teach in South Korea! I did not have one, I did register for the online course and it was slightly helpful, but I'm also a certified teacher, so a lot of the information was repetitive. However, if you have never worked with kids, it would be useful for sure! So, not a requirement, but it is insightful!
