What are the housing arrangements and what portion of housing and expenses are paid under the JET program?

Housing is generally arranged between the Contracting Organizations (COs) and the individual JET participants. This means that there is a huge variety in housing situations.
Most of the time, your CO will arrange an apartment for you prior to your arrival, and oftentimes JETs simply take over their predecessor's housing. Actual rent costs also vary quite a lot, but generally range from 20,000 yen a month to 50,000 yen a month, with some placements paying less than that and some paying more. Some JETs are provided subsidies by their CO to make rent more affordable, but that will depend on each JET's individual situation.
