Can a couple do this program together? Would we be able to get a placement in the same location?

Married couples may apply as separate individuals. Although there is no guarantee that married couples will be placed in the same area of Japan or live in the same apartment, we do try to give priority to keeping couples together. (Be sure that you both request the same placement on the application!) Be aware though that it is possible your placements may be quite far from each other.
If only one spouse is accepted, the other spouse may accompany him/her on a dependent visa. (We encourage non-JET spouses and other dependents to fly to Japan a month or two later than the JET participant to allow time to get situated in Japan.)
We advise all couples thinking of applying to the JET Program to discuss and prepare for any of these possibilities.
