If you have a degree other than education and choose to become certified, is it possible to work in UAE as an ESL teacher?

Hello Victoria - by certified, do you mean a teaching license? If so, the answer is yes. If you have at least 2+ years experience it's possible to teach ESL specifically. It will probably need to be at a public school.
